  13. <p>   The proliferation and use of nuclear, tactical, and high-
  14. technology weapons have wrought havoc in the last 40 or so
  15. years. This is a deplorable state of affairs. The nuclear
  16. countries--the U.S., the Soviet Union, Britain, France, and
  17. China--should all come forward and push very strongly to
  18. reduce the weapons of mass destruction.
  19. </p>
  20. <p>   But these members of the United Nations Security Council
  21. should also reduce the manufacture of less-deadly weapons. In
  22. the major conflicts that have taken place after the Second
  23. World War, conventional weapons were used. The proliferation of
  24. arms traffic encouraged by the big players has made it very easy
  25. for small states to indulge in wars that have brought untold
  26. hardships to their peoples.
  27. </p>
  28. <p>   It is time that the UN came in and monitored the reduction of
  29. those arsenals. To deter bellicose states, members of the UN
  30. should seriously consider having the UN act as the only
  31. repository of the remaining weapons of mass destruction. The UN
  32. would then extend its role in peace-keeping and arm-monitoring
  33. to all nations.
